Not so long ago the UN analysts recorded a new record in Ukraine: in our country apartments are prohibitively expensive. Index that binds cost of domestic square meters to the average wage, allowed Kiev ahead of Moscow and came close to New York and London. But there are not enough housing in the country.
This problem wants to solve the government, doubling the amount of the mortgage construction. And the president promised that the loan program "Affordable Housing" will start in May 2012. While we look forward to these changes in favor of the average Ukrainian, experts say more and more insistently about increasing prices.
Confederation of Builders of Ukraine has sounded the alarm about the draft law number 9011, which shall entrust the financial obligations the builder for joining networks of natural monopolies, i.e. pay for the opportunity to take stock and to tie its object, read your home communications. And builders are confused not only by the fact that the cost of utilities is assigned to the developer, but also by pricing transparency and long-term return of the money (in for 10 years). Hence there is a less optimistic outlook about the rise in price by 20%.
The complexity of the permitting procedure for construction unlikely will help to neutralize this risks. Ukraine occupies 180th place in World Bank ranking of ease procedures for obtaining building permits. To illustrate importance of this factor in the process of pricing, experts often set the example of Turkey. In this ranking, it is on the 24th position. Including therefore the average cost of the "square" in Antalya is $ 632, and, for example, in Odessa is $ 1062. And despite the fact that the average wage in the Turkish city is twice bigger than in Odessa.
In addition, in Ukraine in 2012 January - February prices for building works rose by almost 18%.
How mentioned above factors will affect the cost of housing, and how the authorities will implement it we can see in the near future. But we can agree with the fact of housing lack in Ukraine. At least, housing where square meters are not the luxury and means of confirming status, but are a vital necessity.
In Donetsk, not so many building companies that implement their projects in segment of economy class. Build up the sleeping areas, to ensure quality in absence of multiple profit never was a matter of honor. And even more surprising was the appearance of a house from the category of affordable housing in 2006 during building boom. This period was the start of the grand projects and business premium class in the central regions of Donetsk. At the same time in Kuibyshevskiy district "Ukrbuilding Corporation" (Corporation DMS) congratulated first housewarming residents on their 'social' newbuilding. Three apartments in this house were transferred to the city for distribution to the waiting list .

DMS is also preparing to sell apartments in the new building on Kuprina str., 3, introduced in operation in 2012.
In 2011, the DMS Corporation signed a number of partnership programs with leading banks about the credit programs. These agreements not only suggest special credit terms for buyers of apartments, but act as an additional guarantee of reliability for both the creditor and borrower.
Most banks credit policy's main objective is to minimize their risks. This is achieved by tightening the requirements not only for the developer and the project lending, but also to the potential borrower: the presence of the guarantor, floating interest rates, penalties for early repayment in particular. In partnership of DMS programs and banks there are no such provisions. First, the bank goes to such an agreement with developers who are trusted. Trust is based, at least on the quality of lending facility. Therefore, the borrower does not take responsible to the bank for the guarantee of the developer. Secondly, banks express great loyalty to the borrowers: more "draconian" conditions are replaced by more attractive interest rate.
For buyers of apartments in houses built by the Corporation DMS, bank partners offer loans under 14,515 % per year.
"We started working with our partners from 17.5 % per year. In 2011, it was one of the lowest rates. Today bid for buyers of apartments in houses of the Corporation decreased to 14.5 %. What is more important, the rate has been and remains fixed", - said the head of the Sales Department of DMS Svetlana Egorova.
