Ukrautodor presented a road industry transformation plan for 2021-2023

The head of the State Agency for Highways Alexander Kubrakov presented a road industry transformation plan for 2021-2023.
It is noted that fundamental changes in the field will be implemented on the principles of the EU countries and on the basis of successful cases of Western partners. In particular, a number of key reforms will be implemented with the support of the European Bank for Reconstruction and Development (EBRD).
“All management decisions should be based on data, data-based policies, according to plans and strategies, there should be science. That is why, only with the active work of the State Enterprise "GosdorNII" it is possible to implement all the reforms on which we are now working together with the EBRD, our other international partners, the Reform Support Team under Ukravtodor, "said Kubrakov.

introduction of an anti-corruption action plan within the framework of a project with the EBRD;
translation of all tender documents into electronic format;
creation of open registers of the ABZ and a calculator for calculating the contractor's experience;
liberalization of pricing from the stage of the project in reporting for the work performed.
In addition, PrJSC SJSC Automobile Roads of Ukraine has already received a Supervisory Board, started cooperation with Prozoro.Sales and developed a development strategy with a focus on preventing corruption.

In parallel, Ukrautodor is implementing a strategy for improving quality management, which provides for a renewed approach to road monitoring. In particular, in the coming days, purchases will be announced, which for the first time are aimed at collecting and analyzing instrumental data on the state of the roads. At the same time, the department plans to start using internationally recognized forms of contracts on major road projects, including FIDIC, NEC and others.

Also, Ukravtodor plans to apply BIM technologies in the design of infrastructure facilities, and from next year to launch an automated prioritization of repair and construction work thanks to the HDM-4 system.

Recall that in December 2020, the European Bank for Reconstruction and Development and the government of Ukraine signed a loan agreement for 450 million euros for the project "Development of the Trans-European Transport Network (Ukraine - Road Corridors)". The funds will be used to overhaul 5 sections of the M-05 Kyiv-Odessa highway in Cherkasy, Kirovograd, Nikolaev and Odessa regions, as well as to build the Northern bypass of Lviv.
