This became known during an offsite meeting of the Confederation of Builders of Ukraine, which took place in Volyn on March 11.
According to the First Deputy Minister of Community and Territory Development of Ukraine Vasyl Lozinsky, in March this year it will already be one year since the beginning of the SACI reform.

He emphasizes, that it was planned to complete the reform before September last year, but they did not meet this deadline, and the first step was unsuccessful. Now the Ministry of Regional Development is finalizing the concept of the draft law and in the coming weeks it is planned to send it for consideration to the relevant parliamentary committee. He convinces: if the Verkhovna Rada approves the version of the Ministry, then the bill, which should complete the reform of SACI, will be adopted in late spring - early summer.
Vasyl Lozinsky noted: instead of the State Architecture and Construction Inspectorate, a new body will be created - the State Inspectorate for Architecture and Urban Development (SIAUD). Some functions will be transferred to notaries, local governments.
In general, the SASI reform will cover four functions. For example, registration of permits for preparatory / construction work should be fully automatic. It is planned that developers will be able to automatically upload a package of documents according to a specific checklist. Therefore, it will reduce the waiting time. Also, objects of class CC1 will be able to continue to be registered by local authorities. It is also planned to allow registration of objects of classes CC1, CC2, CC3 to notaries. So, says the representative of the Ministry of Regional Development, developers will have a choice: to register their objects on their own, apply for this to specialists.
The reform will affect the function of architectural and construction control. In particular, objects of the class SS3 of increased danger and such constituting state secrets will be controlled by SIAUD again. Objects of unauthorized construction shall be controlled by local authorities.
And it is also planned to introduce new legal entities on the market - companies that will control the construction of objects of the class of consequences CC1 (public buildings), CC2 and CC3 (except for the powers of SIAUD). These legal entities must have licensed and qualified employees and provide architectural control services.
Architectural and construction supervision is also carried out by SIAUD specialists and accredited legal entities and local authorities within the limits of their authority. Similarly, changes will take place in the context of the commissioning of completed facilities.
In particular, objects of the class CC3 of increased danger and such constituting state secrets should be put into operation by DIAM. The rest of the facilities will be able to be put into operation by private companies that were accredited by the Ministry of Regional Development, carried out construction support and corrected the identified violations and comments.
“We want the customer to have the greatest choice of whom to contact. If there is a conflict in your territory, then you can apply for a permit for commissioning either to local authorities, or look for a licensed legal entity, ”explained Lozinsky.
At the same time, the participants of the event noted, liability for violations should also be provided so that none of the participants in the process would be tempted to violate the law.
